2019 Midland U16 Girls Open Amateur Stroke Play Championship (HAWKSTONE COURSE) Rules

CONDITIONS
1. The Championship shall be played over 54 holes in accordance with the Rules of Golf as approved by the Royal & Ancient Club of St. Andrews and in accordance with the local rules and those approved by the Championship Committee.
2. 117 competitors shall be eligible to compete. In the event of applications exceeding this number, entry for the higher handicap competitors shall be decided by ballot. Unsuccessful entries will be added to a list of reserves. If the level of entries falls below 117 then the Committee reserve the right to amend the competition prize fund accordingly.
3. The winner of the Boys Championship shall be the boy who returns the best gross score and will hold the Covey Trophy for that year - he shall return the trophy in time for the following championship to the address ordered by the Administrator. The Winner of the Girls Championship shall be the Girl who returns the best gross score and will hold the Covey Trophy for that year - he shall return the trophy in time for the following championship to the address ordered by the Administrator.
4. A tie for 1st place will be decided by a play-off at the Committee’s discretion. Ties for all other 54-hole prizes shall be the lowest score over the last 18, 9, 6, 3 or 1 hole in that order, and for 18-hole prizes, over the last 9, 6, 3, or 1 hole in that order. The Brian Purse Memorial Trophy will be presented to the boy who records the lowest gross score over 54 holes and who is a member of a golf club affiliated to a Midland Golf Union.
5. Entrants must be under 16 years of age on the 1st of January 2019 and hold a CONGU ‘active’ handicap that does not exceed 8 (Boys) or 12 (Girls).
6. Handicap exemptions will be offered to players currently within an existing regional coaching squad.
7. There will be a cut after 36 holes (approx. 50% of the entries). Those above the cut line will continue for the overall championship on the Championship course. Those players below the cut line will compete for a separate stableford event over 18 holes on the Hawkstone Course.
8. Competitors shall be on the 1st tee at least five minutes before their starting time for each round. Any competitor who is absent from the first tee when called upon to start will be disqualified.
9. A Competitor is allowed to have a caddy who must be under 16 on 1st January 2019. Penalty for breach of this condition is two strokes for each hole at which a breach occurred, with a maximum penalty of four strokes.
10. The R & A approved list of conforming golf balls will apply. The R & A ruling on driving clubs from 1st Jan 2005 will apply.
11. A Practice Round will be available on Monday 15th April 2019 and this should be booked through the Midland Golf Union. An additional practice round may be available on Sunday 14th April 2019 and this should also be booked through the Midland Golf Union.
12. The Committee reserves the right to fix and/or alter starting times. In the event of play having to be abandoned / postponed the Committee reserve the right to amend the rules of the competition.
13. The Committee reserve the right to refuse any entry without assigning the reason for so doing.
14. Entry can be made ‘online’ by credit card or by post on the entry form obtainable from your Club Secretary, County Union Delegate, the Midland Golf Union website, www.midlandgolfunion.co.uk or from the Administrator.
15. Entries by post must include the completed entry form and entry fee, £65.00. Cheques and money orders are to be made payable to the ‘Midland Golf Union Ltd’. Entries will not be accepted by telephone, nor unless the entry form is fully completed.
16. The ‘starting sheet’ will be posted on the MGU website, www.midlandgolfunion.co.uk and emailed to entrants. If you require a hard copy please include a SAE with your postal entry.
17. Entrance fees will not be refunded unless intimation of withdrawing is received before the closing date for entries, except for those entrants who may be balloted out and who do not subsequently compete.
18. Entrants must conform in all respects to the Rules of Amateur Status. Boys or Girls working for Golf Professionals must not have received fees for playing nor coaching, and must not have taken part in PGA competitions.
19. Neither the Host Club nor the Midland Golf Union can accept any responsibility for thefts and accidents, and competitors must ask their parents to ensure that they have insurance cover. Parents (or Guardians) of the boys are also expected to ensure that their child protects himself in all Health and Safety matters, with particular emphasis on the danger from lightning when play must stop immediately and not be resumed until the danger has passed. Competitors must also stop play immediately when a long blast of a klaxon is sounded, and not resume until two short blasts, repeated, are heard.
20. Competitors are warned that they will be penalised for "undue delay" under Rule 6-7.
21. DMD’s that measure ‘distance only’ are allowed.
22. Mobile Phones (including pagers and similar devices): May not be used on the course (including on practice days) by players for making /sending or receiving calls or texts except in an emergency.
23. Any question arising as to qualification, Rules of Golf, or any other point will be considered by the Officers of the Midland
Golf Union whose decision will be final.
24. Dress - Jackets and ties will be worn after completion of the three rounds – Neither boys or Girls will not be allowed to attend prize giving nor receive prizes unless correctly dressed.
25. All entries must be accompanied by a parental consent form prior to the event.
26. Closing date for online/postal entries will be Noon on Monday 25th March 2019.
27. Regional Team Trophy: Each Region will be able to submit a team of 3 players (best two scores to count for RD1 and RD2). Each Regional Team will be able to use ONE potential regional player in the team, if they cannot select from within the squad. Teams are by selected by the Regional Team Manager and submitted to the Administrator by 7pm on 15th April 2019.
